1. Water Board

Our water and sewer utilities are served by the Northwest Harris County Municipal Utility District (MUD) 36.  Our drinking water meets or exceeds all federal (EPA) drinking water requirements.

MUD 36 is governed by a Board of Directors. The meetings are open to the public and are held the 4th Wednesday of each month, beginning at 7:00 pm. The meetings are held at the water board building (19903 Cypresswood Glenn Drive). The current board members are:

  •  Mr. Daniel F. Balsinger
    an advanced degree geologist and lawyer who has worked in the oil industry for more than 33 years. After his retirement, Dan served as consultant geologist, and in the legal profession as a Special Master and expert geological witness. He and his wife, Georgia, have lived in the Cypresswood Glen subdivision since May of 1994. In his spare time, Dan enjoys traveling with Georgia and modeling trains.
     
  •  Mr. Danny K. Harris
    a native Houstonian and a graduate of the University of Houston. He and his wife, Cindy, have lived in Cypresswood Glen with their blended family that includes a granddaughter. Danny has worked as a property tax representative for Shell Oil for 15 years, and is responsible for negotiating assessed values and monitoring spending of the various taxing jurisdictions where Shell owns properties. Danny sought election to the MUD Board to share what he has learned in the tax arena, and wants to help keep the tax rate as low as possible. He points out that taxing jurisdictions need to remember that it is spending the taxpayers’ money…not it’s own.
     
  •  Mr. Michael P. Kaderabek
    a Board member since October 1999./ He has lived in the District for six years. After earning his BS in Accounting from Illinois State University and becoming a CPA, Michael went on to receive an MBA in Finance from St. John’s University in New York. He previously worked for seven years at KPMG Peat Marwick and has spent the last eleven years with Amerada Hess Corporation. Mike says his goal with the Board is to utilize his financial background to help provide a financially stable MUD for the residents in the District and, at the same time, to continue focusing on lowering the tax rate of the District. This includes evaluating proposals for projects that enhance the property values of the current residents of the District.
     
  •  Ms. Glenda S. Wylie
    earned a B.S. in Chemistry from Murray State University in 1975, a B.S. in Chemical Engineering from Texas A&M in 1979, and an M.S. in Engineering Management from the University of Alaska-Anchorage in 1991. She has held positions of increasing responsibility for the past 25 years working in the oil industry, and has experience in all phases of petroleum exploration, drilling and production. Glenda has special expertise in start-up and integrating field operations and engineering. She has worked with Halliburton Energy Services since 1995, and as a Technology Leader, Integrated Solutions and Integrated Technology Products for the company’s Solution Team since 1998.
     
  •  Mr. Stuart Spoonemore
    has been a Northwest Harris County MUD #36 board member since 2006 and has lived in the district for 4 years. He is the Vice President - Commercial Lending for First Victoria National Bank.  Stuart has a MS in Finance from Texas A&M University and a BBA in finance from Southwest Texas State University (now known as Texas State University). Stuart believes the MUD should focus on three things:
    One, provide excellent quality water and wastewater service to the residents of the MUD district.
    Two, maintain a position of financial strength for the district.
    Three, look for every opportunity to minimize the tax burden on the property owners in the district.

2.0 MUD Tax Rate

The Board's actions ultimately determine the tax rate we pay for our water and sewer services. The Board has been able to continually decrease the amonut we pay in MUD taxes as shown in the chart below.
